ICE Detention Release System
ICE detention is federal civil immigration custody. It is not Westmoreland County jail custody, Pennsylvania state prison custody, or a criminal sentence administered by BOP. A person can leave Westmoreland County Prison and enter ICE custody on a detainer. That closes the county booking while federal custody continues.
No dedicated ICE detention facility was identified in Westmoreland County. The ICE Detention System facility-map entry therefore represents a national custody and locator route serving county-originating transfers. The actual detention site or responsible Enforcement and Removal Operations field office may be outside the county.

Search ICE Detainee Release Records
The ICE Online Detainee Locator System, or ODLS, covers current ICE detainees and people in CBP custody longer than 48 hours. It does not allow searches for minors. The strongest search uses the exact nine-digit A-number and country of birth. Add leading zeroes when needed to make nine digits.
- Obtain the exact A-number from the person's immigration papers, lawyer, or authorized contact when possible.
- Enter the nine-digit A-number and country of birth in ODLS.
- If no number is available, use the biographical search with exact first name, last name, country of birth, and other required data.
- Read the returned custody or facility information exactly and record the time of the search.
- Contact the relevant ERO field office when identity is correct but the result is absent or unclear.
- Pair the ICE result with the Westmoreland County release or transfer entry to document the handoff.
Biographical spelling must match closely. Hyphenated names, multiple surnames, and name order can affect the result. A no-match should lead to an identifier check, not an immediate claim that the person was released.
ICE Detainee Recent Release Window
ICE's attorney information resources state that ODLS includes people released from ICE custody within the last 60 days. That is a specific ICE scope, not a Westmoreland County jail retention rule. After that recent period, absence from ODLS is inconclusive.
A recent result should be read with care. “Released from ICE custody” identifies the end of ICE detention. It does not by itself show the terms of release, the person's current location, the end of an immigration case, or freedom from another jurisdiction. A transfer or removal is a different event and should be named as such.
For an older case, use the immigration case and agency records available to an authorized requester, along with counsel or the responsible office. The county record can establish when Westmoreland County custody ended, but not the later ICE outcome. Each agency controls its own portion of the chain.

ICE Release After Westmoreland Custody
When a name leaves the Westmoreland County current-inmate list, check the release disposition before describing a community return. The prison can record release to another authority. The clearest account names both events: Westmoreland County recorded a transfer to immigration custody, and ICE separately reports the present status. Do not compress the two events into “released” without the destination.
ICE Release Context in Westmoreland
Local immigration cooperation is time-sensitive. Reporting reviewed in the research said the Westmoreland County Sheriff entered a 287(g) jail-enforcement-model agreement in October 2025 and ended participation in June 2026. The same reporting noted that the Sheriff does not own or manage Westmoreland County Prison. These dated events do not establish that WCP is a current ICE contract detention center.
The correct current claim is narrower: any actual immigration detainer transfer must be distinguished from release to the community. Verify the present arrangement with official sources before relying on old news or a prior agreement. The prison operator, county release record, and ICE custody system remain separate.
This distinction also prevents a role error. The official Sheriff page documents warrant, transport, and courthouse duties, while Westmoreland County Correction Facilities operates the prison. A transport role does not make the Sheriff the source of the prison release ledger or the federal immigration record.

When ODLS does not return a result despite accurate data, the relevant Enforcement and Removal Operations field office is the next official route. The responsible office depends on the person's detention location and case, not simply on the county where local custody began.

Request ICE Detainee Release Records
When an exact ICE release, transfer, or custody record is needed, identify the existing document and the person with the strongest lawful identifiers. The public locator cannot be expected to create a historical narrative. An agency record, immigration-court record, or counsel's case file may be needed after the recent public window ends.
For the county side, Westmoreland County's Open Records process can seek the releasable booking disposition and destination. A person can remain in Westmoreland County custody, transfer to PA DOC on a state sentence, enter BOP after federal commitment, remain with USMS before BOP, or move into ICE civil detention. Searching the wrong locator can produce a clean screen even when custody continues elsewhere.
Use the UJS docket for Westmoreland County court actions, PA DOC for state custody or parole, BOP for federal prison custody, and ODLS for ICE. ICE Detainee Release Search Limits
ODLS does not provide searches for minors. It may fail when an A-number is incomplete, biographical data does not match, CBP custody has not passed the stated coverage point, or the person has fallen outside the recent-release scope. Absence is therefore not a release certificate.
ICE detention is civil custody, and terms should stay precise. Release from ICE, transfer, removal, supervision, and another agency's hold have different meanings. Do not infer guilt or criminal conviction from immigration detention. Do not infer community release from the end of the Westmoreland County booking.
A defensible verification record notes the county booking number, county disposition, A-number when lawfully available, systems checked, dates checked, and exact result wording. That audit trail makes later updates easier and avoids turning a stale search into a current claim.
